Ask The City: Power Outages

The Question:

Why is it that every time it rains or we get a little thunder and lightening we have a power outage. We seem to have an unreliable power grid. Our power is offer or for a half day or longer. Laramie is the only place I have lived that we can count on on numerous power outages every spring and summer. Can't we get the system upgraded so were not constantly feeling with long outages?
