Question:

I read the "ask the city" article about the flashing lights on Grand and third. I understand how they work but why doesn't the city put up a sign like Cheyenne and Fort Collins did and explain what to do. In Cheyenne they have a sign like what is on the poles in Laramie now but below it it states that flashing red you can proceed if clear after stopping. I drive through the one on third street everyday and half of the people stay parked during the flashing red light and the ones who proceed usually get honked at. Not everybody reads the paper to know what to do.
