Why does their (the city's) online bill pay system not accept transfers from checking accounts like every other service provider I pay?

“The City of Laramie does accept and process automatic payments monthly from checking and saving accounts, just not through the web-based bill payment system. If a customer would like an automatic bank draft, they can contact Municipal Services Billing at 307-721-5225 or stop in at City Hall to fill out paperwork. The online bill payment system 'Click to Gov' is authorized for credit card payments from Visa, Mastercard and Discover.

Futuristically, one-time payments from customers' checking accounts may be an added feature to the 'Click to Gov' online payment service. Currently that service is not offered through 'Click to Gov' by the City of Laramie.”
