“The City of Laramie has franchise authority pertaining to natural gas (Source Gas), telephone (CenturyLink), electric (Rocky Mountain Power) and cable TV (Charter). The City’s franchise interest is in those companies that use public right of ways for poles, lines, and other equipment as they conduct their business. Information regarding quality of internet services and pricing is not generally reviewed by the City and information of that nature in not on file. It is not the practice of the City to recommend one company’s service over another company’s service.”
