“Yes, you can pass on a dashed line. A solid line means no passing.

From Laramie Municipal Code: • 10.16.105 - Section 31-5-207—No-passing zones.

(a) The superintendent and local authorities are hereby authorized to determine those portions of any highway under their respective jurisdictions where overtaking and passing or driving to the left of the roadway would be especially hazardous and may by appropriate signs or markings on the roadway indicate the beginning and end of such zones and when such signs or markings are in place and clearly visible to an ordinarily observant person every driver of a vehicle shall obey the directions thereof.

(b) Where signs or markings are in place to define a no-passing zone as set forth in paragraph (a) except as necessary to return to his normal lane of traffic no driver shall at any time drive on the left side of the roadway within such no-passing zone or on the left side of any pavement striping designed to mark such no-passing zone throughout its length.

(c) This section does not apply under the conditions described in section 31-99(a) (2), Wyoming Statutes 1957, Compiled 1967, [§ 31-5-201 (a) (ii)] nor to the driver of a vehicle turning left into or from any alley, private road or driveway. (Prior code § 23-1 (part); Ord. 640 § 1 (part)

In general, single broken lines mean passing or lane changing is allowed, single solid white lines mean lane changing is discouraged but not prohibited, and double solid white lines mean it is prohibited, as it often is in tunnels. On two-lane roads, a single broken center line means that passing is allowed in either direction, a double solid center line means passing is prohibited in both directions, and the combination of a solid line with a broken line means that passing is allowed only from the side with the broken line and prohibited from the side with the solid line.”
