The Question:

Why is there a right turn only lane on 22nd Street southbound (at Harney) when the congestion occurs from the left hand lane in which traffic has to go straight or turn left. Seems like this is ridiculous to have a right turn lane at such a busy intersection when cars turning right can turn on a red light. The backup occurs from cars turning to the left, not the right.
