I can't find the answer to this question anywhere. Do they count the students when they determine the population of Laramie or are the students not included?

The City's Response:

The student population is counted in the census as the census determines the location in which people are living on April 1. The census count does not determine one’s residency.

Another example is the count of people in a prison. The prison count is included in a city’s population count as the inmates are in that location on April 1 even though they may be from another city or town.

The City of Laramie worked closely with the University of Wyoming, Wyoming Technical Institute and Laramie County Community College (Albany County Campus) to provide students with accurate reporting instructions from the Census Bureau.
