The Question:

How was the decision reached that the "best" layout for the update to Grand Ave. would include a center islands?

“On May 3, 2011, Laramie City Council passed Council Resolution 2011-36, requesting that WYDOT proceed with the reconstruction of Grand Ave. between 15th and 21st Streets. Resolution 2011-36 contains the following clause:

“Be it resolved by the governing body of the City of Laramie, hereby… [Sec.2:] Declares its preference for raised, decorative median planters to include refuge areas for pedestrians and bicyclists at each intersection…”

WYDOT honored the City Council’s request and designed the Grand Avenue project to include medians.
