Why does the city always choose to tear up main roads and intersections in town right before school starts when they've had all summer?

The City's Response:

The construction season for infrastructure projects begins in the early spring and runs to late fall and both the City of Laramie and WYDOT have projects scheduled. Bids are awarded to contractors and schedules are planned accordingly. The City appreciates the public’s understanding of the inconvenience of the improvements being completed.
