According to the Laramie Police Department, Joshua M. Jeans, 19, was arrested after LPD Officer responded to the 2200 block of North 10th Street for a report of a person “breaking into cars.”

UW Police Chief Mike Samp said UW police officers responded to a call that came in at 3:30 a.m. this morning about a possible car burglary in process.

The investigation remains active.

Each crime is a felony punishable by up to 10 years in prison and a $10,000 fine.

Cheyenne Frontier Days attracts hundreds of thousands of visitors every year, many entering the state from Colorado where marijuana is legal.

"It's a learning process for us," says Simmons. "I think it's the first time anyone has seen that happen in this area."

Three people were arrested and taken to the Albany County Detention Center, where they await arraignment in Circuit Court.
