The Cheyenne City Council on Monday night voted to amend its $505,000 agreement with the Cheyenne Animal Shelter for animal control and shelter services.

The resolution -- which was brought forward by Councilman Rocky Case after a dog at the shelter attacked an employee and was pepper sprayed -- calls for annual governance training for the shelter board, audits of the shelter's policies and the development of a crisis management plan.

"Thank you for taking a hard look at these recommendations," said Case, the council's liaison to the shelter. "I hope as you move through the process to bring us a plan on Oct. 22 that you all kind of look at this as an opportunity to reinvent the way the shelter operates."

Case says he's hopeful the steps will create a better operation for staff, volunteers and the community as well as the animals that are in the shelter's care.
