Is it illegal to pass on the right at an intersection if the person in front of you is turning left? If so, why doesn't the City add more left turn lanes at intersections with stop lights?

The City's Answer:

Laramie Municipal Code 10.16-100 permits “overtaking on the right” when a vehicle is turning left as long as it can be completed safely.  Identification of left turn lanes is dependent upon right-of-way width.  Providing this additional lane may require complete realignment of intersections with acquisition of additional right-of-way to meet engineering standards for the roadways.  Upon request,  specific intersections could be investigated for improvements if there are obstacles to safely overtaking on the right.
