County officials in Wyoming have postponed a final decision on a land use regulation change that would allow a South Dakota company to build a wild horse facility.

The change would only require neighbors within a mile to approve of such projects.

The biggest mustang groups in the West have condemned it.

The public notice and review process for the statute change will begin Tuesday.

The horses will either be available for adoption through the BLM Wild Horse and Burro Adoption Program or sent to privately run pastures.
