The Federal Communications Commission said two men in Texas made the calls that purported to sell products from major insurers.

The Bill has already passed the U.S. Senate and now will head to President Trump.

Montana Attorney General Tim Fox said he was disappointed by the decision and that he vigorously defends Montana's robocall restrictions.

The bill now moves on to the U.S. Senate.
