The execution early Saturday of Dustin Higgs concludes an unprecedented run of executions since July, when Trump resumed the federal death penalty after a 17-year hiatus.
The new hold on executions came a day after a federal appeals court lifted a hold on the execution of Daniel Lewis Lee, of Yukon, Oklahoma, which is scheduled for 4 p.m. EDT on Monday.
In a statement to The Associated Press on Wednesday, Noem said the state Board of Pardons and Paroles reviewed Rhines' application for clemency in December and denied it.
