
Laramie Woman Charged With Taking Drugs Into Laramie County Jail
A 40-year-old Laramie woman is facing drug charges in Laramie County after reportedly taking fentanyl and methamphetamine into the jail there.
Warrant Arrest
According to a booking sheet, a Cheyenne police officer was at the Flying J Travel Center at 2250 Etchepare Dr. at 1:09 a.m. on Tuesday, Jan. 28 when they spotted a car registered to Nicole Rae Phipps, who had an active warrant out of Albany County.
The officer then spotted Phipps, who they recognized from a previous booking photo of her with a distinct tattoo to the side of her right eye, walking out of the Flying J and detained her.

The officer says Phipps told them that she had a needle in her pants but denied having anything else on her, and when they searched her, they didn't find any contraband.
The officer says the needle was left in place to have a female jailer take it out, and Phipps was taken to the Laramie County Detention Center without incident.
The officer says upon arrival at the jail, Phipps was asked by a corporal if she had anything further on her and said only the needle, which was in a one-piece located near her groin area.
The officer says Phipps then proceeded to say she had "foil" on her and continued to say she only had paraphernalia.
Search Leads to Fentanyl, Meth
When the corporal searched Phipps, they reportedly found four blue suspected fentanyl pills in a tied clear plastic bag, a metal suspected smoking device, a syringe containing approximately 40 units of clear liquid, and burnt foil.
The officer says Phipps said the liquid in the syringe was methamphetamine.
Phipps Hit With Drug Charges
Phipps was subsequently charged with two counts of misdemeanor possession of a controlled substance and taking a controlled substance into jail, a felony punishable by up to three years in prison, up to a $3,000 fine, or both.
Bond Set at $2K Cash
Phipps made her initial appearance in Laramie County Circuit Court on Wednesday, Jan. 29, during which her bond was set at $2,000 cash and her preliminary hearing was scheduled for Wednesday, Feb. 5 at 2:30 p.m.
