A Cheyenne man who plead not guilty in Laramie County District Court to charges of second-degree murder and property destruction has been charged in federal court.

Armando Ramirez-Serna made his initial appearance today (Wednesday) in front of U.S. Magistrate Judge Kelly H. Rankin.

He is charged with interference with commerce by robbery, use and discharge of a firearm during and in relation to a crime of violence causing death, use and discharge of a firearm during and in relation to a crime of violence and use of fire to commit misprision of a felony.

Ramirez-Serna is accused of shooting 19-year-old Justin Robinson in the head while trying to rob him of some marijuana.

Robinson's body was found in a reservoir on the Wyoming Hereford Ranch on Nov. 26. His burnt SUV was found nearby.

Ramirez-Serna's preliminary and detention hearings are scheduled for June 4 at 9 a.m. If convicted, he could face life in prison.
