The Answer:

From the Wyoming Rules of the Road manual available from the Wyoming Department of Transportation:

Right-of-way at intersections intersections with no signs or signals where no signs or signals are in place, you must watch for any driver coming from your right and yield the right-of-way regardless of who first reaches and enters the intersection.

The City would not be at fault in the event of a collision at an unmarked intersection. It is the responsibility of drivers to follow the rules of the road.
