Affidavit: Casper Re-entry Center Escapee Had Inside Help
An inmate of the Casper Re-entry Center was helped by an employee of the facility to escape last month and they may be on their way to Texas, according to a search warrant filed in Natrona County Circuit Court.
Richard Thomas Fountaine, who was convicted of burglary in Park County in 2017, left the CRC, 10007 Landmark Drive, about 9:45 p.m. Dec. 28, according to the initial report from the Natrona County Sheriff's Office.
He had help, according to the Sheriff's deputy's search warrant request filed Thursday.
Fountaine left the building, climbed a wall, climbed a chain link fence and entered a light-colored Sport Utility Vehicle.
After interviewing inmates and staff, the deputy had probable cause to believe he was with Kimberly Belcher. The deputy obtained a cell phone number for Belcher, who gave Fountaine a cell phone while he was at the CRC.
Meanwhile, Fountaine's brother contacted the deputy and told him Fountaine had called him, saying he was with Belcher and they were traveling to Texas.
In the search warrant request, the deputy wrote cell phone providers can track a phone's location through cell phone towers, Global Positioning System coordinates, and text messages to identify the users' location, direction of travel, and persons contacted.
Fountaine is 5 feet 8 inches tall, and weighs about 148 lbs. He has blond hair, hazel eyes and numerous tattoos all over his body.
Besides being convicted of burglary in Park County, Fountaine along with Jennifer Fountaine went on a multi-state crime spree in 2016.
He is considered dangerous.
