Why do the street sweepers start so early in the morning, and then, why do they start close to the shop instead of ,say, starting in Richards Park?

The City's Response:

Sweepers start 4 AM on alternate Mondays & Tuesday to work the downtown area. They start at 6 all other mornings. The 4 AM downtown start allows them to sweep before cars begin parking in the area. The purpose of starting at 6 is to allow them to work on major streets before traffic gets heavy so that the pulling out into the traffic lanes to go around cars does not interfere with normal traffic flows. Once they are through with a major street or when traffic picks up they are to move into residential streets. They work areas around town so should not be always starting at the shop.
