Two men pleaded guilty Thursday – one to felony drug possession and the other to failure to register as a sex offender – in Albany County District Court.

Rondo Jack Biggs, 20, of Laramie pleaded guilty to one felony count of possession of LSD as part of an agreement with prosecutors which included no recommendation for sentencing.  Biggs could face the maximum penalty of 5 years imprisonment and a $10,000 fine.

“Whatever happens, you are stuck with it,” said Judge Jeffrey Donnell.

According to court documents, a confidential informant approached Laramie police on June 8 and said they could purchase LSD from Biggs.

Agents with the Wyoming Division of Criminal Investigation conducted two controlled buys from Biggs at his apartment in Laramie.  The confidential informant purchased four “hits” of LSD for $30 in the first buy and bought fifteen “hits” for $150 the second time.

On July 1, DCI agents took Biggs into custody in the course of executing a search warrant at his apartment.  The agents recovered an eyedropper bottle containing more than .3 grams of LSD from the refrigerator.

In court Thursday, Donnell told Biggs he had better come up with a good reason why he shouldn’t be sentenced to prison.  Jason Tangeman, attorney for Biggs, said Thursday he will make an argument for his client to be given first-offender status at the sentencing hearing.

“The chance for first-offender disposition in this case is pretty close to zero,” said Donnell.

Biggs remains out on $15,000 cash bond.

Also on Thursday, 36-year-old Samuel Melton Blaney of Laramie pleaded guilty to failure to register as a sex offender.

As part of a plea agreement, the prosecution recommended Blaney receive probation at the upcoming sentencing hearing.  However, Judge Donnell indicated that Blaney may have to serve the maximum penalty.

“We’ve had this discussion before,” said Donnell.

Blaney registered as a sex offender after he was convicted in 2000.  Blaney moved to a new residence without updating his address with the Albany County Sheriff’s Office in Nov. 2014.

Court documents say that a deputy contacted Blaney at an address on Curtis St. on July 19, 2015 and told him that he needed to update his address the next morning at 8 a.m.

Blaney did not update his address the next day.  Law enforcement tried to contact Blaney at the Curtis St. address, but he was not there when officers arrived.  He was later located in the Albany County Detention Center.

Blaney remains out on $10,000 signature bond.  A sentencing date has not been set.
