In his order, Natrona County District Court Judge Thomas Sullins wrote the Public Records Act has the goal of disclosure and not secrecy, but there is an exception.

Lovcom wants the Wyoming DCI to show why it will not release records about how the Casper Police Department handled the investigations of Richardson and McMurry.

According to Lovcom, "The residents of Casper have a particular need to know how their police department handled the investigations of these important cases."

The Richardson family has offered a reward of $250,000 for information leading to the conviction of persons or persons involved in her disappearance.

Judge Thomas Sullins will review the records of the investigations and later hold a hearing to determine whether they should be made public. He denied the motion from Lovcom asking the DCI to provide a log, or index, of the investigations to the public.

The Wyoming Division of Criminal Investigation has said providing the records and the the log of the records -- basically an index of the investigations -- could jeopardize its work.

Kristi Richardson was last seen on Oct. 6, 2014.

What is not explained in the petition is that there is a backstory to his relationship with the late Mick McMurry.

The Richardson family has offered a reward of $250,000 for information leading to the conviction of a person or persons involved in her disappearance.

Richardson disappeared nearly three years ago. Her case remains unsolved despite her family offering a $250,000 reward.
