Why weren't the streets blocked off for Scaramie this year?

Answer:

"No request for street closure was submitted to the city for the event. Nevertheless, staff in the City Manager's office and the Laramie Police Department review Scaramie plans each year with the event's sponsor, the Downtown Laramie Business Association (DBLA). This year, the DBLA prepared and submitted a plan to stage crossing guards at intersections to assist families in crossing streets with traffic signals. The DBLA plan was approved by city staff."
