Why is Miner's Auto Repair allowed to park their wrecked cars on the street?

Answer:

"The vehicles on the north and south sides of Monroe, adjacent to Miner's Towing, are entirely outside of the public right-of-way and on private property. As such, they are exempt in accordance with 8.32.170 of the City of Laramie's Municipal Code, which states that "This section does not apply to vehicle storage incident to an automobile sales, towing, storage, or repair licensed business licensed as such and operated in compliance with all applicable law."
