Your Question:

Is there anything that the city can do about all the people driving around with diesel trucks that blow out the ridiculous amounts of black smoke? Not only is it dangerous when they take off from a stop light and leave it difficult to see through the intersection but its also obnoxious because of the smell.

The City's Response:

The United States Congress has pre-empted the field of emissions from vehicles, therefore, the City does not have the power to regulate that issue.  Oversight is in the hands of the Federal government.
