Is it legal to pass on the right if it involves driving in a in a bike/parking lane?

The City's Response:

It is illegal to enter or drive in a lane marked as a bike lane unless making a turning movement or entering a parking space or yielding to emergency vehicles (Laramie Municipal Code 10-32-150, 10-32-160). You can pass on the right in a parking lane if it is done as to not constitute a hazard (Laramie Municipal  Code 10-16-100).  The Municipal Code can be viewed by visiting the City’s website at www.cityoflaramie.org.
