Two residents of Colorado were arrested outside Laramie this morning after allegedly leading police in two states on separate high-speed chases in a stolen BMW.

Just before 8 a.m. today, the Wyoming Highway Patrol was contacted by the Larimer County Sheriff’s Office in Colorado to keep watch for a stolen blue 2013 BMW 328i.  The car was reported stolen from the Denver area.

Larimer County deputies were advised that the vehicle was headed their way at 6:44 a.m.  At 6:58 a.m., they attempted a high-risk stop; the vehicle fled, and the attempted stop was given up at 7 a.m.  At that point, the Wyoming Highway Patrol was notified that the BMW would be traveling into Wyoming.

A BMW Assist™ feature called Stolen Vehicle Recovery allowed BMW representatives to track the vehicle’s location on dirt roads in northern Colorado as it sped towards Wyoming.  Based on the GPS information that was being provided to them, Wyoming Highway Patrol Troopers were initially deployed along I-25 and railroad service roads near Cheyenne.  As the tracking information from BMW was updated, WHP Troopers in Laramie drove down US 287 in an effort to intercept the suspects.  They succeeded in locating the vehicle and gave chase.

The BMW reached speeds near 135 mph as it fled north.  An Albany County Sheriff’s Deputy used stop sticks on the vehicle’s left front tire about two miles south of Laramie.  Stop sticks are designed to deflate a tire in a slow, controlled manner so as to avoid causing a potentially deadly crash at high speeds.   The left front tire went flat and eventually separated from the rim, but that did not immediately stop the suspects.

Troopers continued to pursue the BMW as it entered eastbound I-80 from US 287 using the ramp near 3rd St.  Even on just three functional tires, the vehicle reached speeds of 110 mph.  After about four miles, the BMW left I-80 at exit 317 and stopped on the off ramp just east of Laramie.  Officers conducted a felony stop and commanded the suspects to surrender.  The driver and passenger of the BMW were apprehended without further incident.

At one point, 17 Troopers with the Wyoming Highway Patrol were searching for the BMW in the Laramie, Cheyenne, and Elk Mountain areas.  Officers of the Albany County Sheriff’s Office and the Laramie Police Department also assisted in the chase.

Nobody was injured in the course of the pursuit.

The driver has been identified as 19-year-old Lantz R. Ream-Dickerson of Denver.  The passenger, another 19-year-old from Denver, is Stephanie N. Millsaps.  They are currently being held in the Albany County Detention Center.

Ream-Dickerson is charged with possession of stolen property, eluding law enforcement, reckless driving, and speeding.  In addition, he is being held on a Colorado warrant for flight/escape.  Millsaps has been charged with possession of stolen property.
