Green Arrow Light-Ask the City

Question:

Why do we have turn lights on many intersections that rarely indicate a green turn light, instead mostly blinking a yellow turn arrow?

Answer:

"A green arrow is signaled when needed for traffic flow. The rest of the time, the flash yellow like signals in other towns do. If the demand is there, they will get a green arrow. If the demand isn't there, it will flash yellow."
