The Question:

Is the homeowner or the utility responsible for maintaining the potable water line upstream of the water meter, when the water meter is inside the homeowners residence? A local plummer told me he thought it was the city's responsibility. This would make sense, since it is in the city's interest to ensure all water goes through the meter and is not leaking. Also other cities I have lived in divided responsibility this way as well.

The Answer:

“City’s responsibility is from the street or alley to the property line, home owners responsibility is from the property line to the house regardless of the meter location.  In most cases the curb stop is located at the property line which serves as the divide point  This is covered in city code and ordinance also.  Let me know if you need anything else.”
