When turning west from 13th St onto west-bound Spring Creek, how can drivers know if the "School Zone" lights are flashing?

The City's Response:

All of the City’s school zone flashing lights and signs are a half block in advance of the school. On most side streets, there are no warnings for those coming up the side street between the warning light and the school.  In regard to Spring Creek, usually officers park in the 1300 block and can observe the flashing sign for westbound traffic and they park in the 1000 block for eastbound traffic to observe the sign.  Generally for motorists, it is common driving practice to slow down around schools.
