“City crews maintain approximately 3,300 sanitary and storm sewer manholes. As the medical clinic building is on Harney Street rather than Grays Gable, a field inspection was conducted at that location and it appears the manhole has sunk. Crews have placed this manhole in their list for repair. It is not our belief that an “idiot” engineer designed this manhole, but rather environmental factors created the current situation.”
