The Question:

Do you have to stop at cross walks for people on bikes, or only if they dismount?

The Answer:

“Cyclists, if operating legally, should act in the same manner as motor vehicles, riding as far to the right of the driving lane as practically possible. That would not include riding in the adjacent crosswalk. In that sense, they should yield to pedestrians in crosswalks in the same manner vehicles are obligated to. By LMC, cyclists are prohibited from riding on the sidewalk as well. If a cyclist has dismounted and is on the sidewalk, they would be acting as a pedestrian.”
