The Answer:

“The City of Laramie does not ban the use of cell phones while driving. Through the Wyoming Association of Risk Management (WARM), the City’s risk pool, use of cell phones by municipal employees while driving is prohibited. The policy, as adopted by WARM, exempts Police Department and Fire Department employees.

Police officers have a number of in-car systems that they use on a continual basis and they are held to the same standards of due care as any driver.”
